In testing you are passing value SAQUKHAN which I guess is your user ID!
Check the workflow log and the initiator will be USSAQUKHAN. As I said, your workflow Initiator is in format of US+User name . US Signifies the Object type, which is USER. (This is by default... the WF Initiator values come that way)
IF you test the rule with USSAQUKHAN, it will not work.
However looking at your code, you are really not using the USER input to determine the agents. You are just using ORG_AGENT.
In your code, we see a dictionary structure used ZAGENT_TEST. What is the type? How is it defined?
Also, in your technical WF log, what is the value in ORG_AGENT? How do you determine that before calling the Rule/Decision Step where the Rule is?
