As of the newest release that just came out this week to production SAP Jam instances, there is a new type (context) of OpenSocial gadget now available, Status Bar. You could create a gadget that could display your message along the status bar at the bottom of the page displayed on every screen. The documentation for this new functionality should be available soon here
