Cascading Parameters

Hello,

I am new to Crystal Reports development but have experience with SSRS.  I'm trying to create cascading parameters with Crystal Reports 2011 but am having no luck.  Dynamic parameters don't get populated, and static parameters don't cascade. We do not have Crystal Enterprise.

What am I doing wrong?  Any pointers in the right direction will be appreciated!
